It is God, the master existing from the beginning, who measured out and created all seven worlds according to their need. He himself stands as all of it, the seas that roar aloud with their waves and the living beings that live in the world those seas surround. God, who is not separate from any of them but stands mingled with them as one, is himself Parasakti, the power that moves, and he moves all things. From the beginning he is the deity who sees everything and is himself the thing seen, and he is also the deity who destroys everything at the time of dissolution.
