As the tortoise draws its head and four legs into its shell, this verse declares that if the seeker restrains the five senses from turning outward, holds them withdrawn within, and keeps reciting the mantra that is OM, one can behold the Goddess who, hidden within the darkness surrounding the seeker, stands as an inner light, and who is entwined with the seeker as closely as strands woven one into another in fragrant hair. After that, one comes to know and realize that she herself stands adorned with fragrant flowers in the moon mandala, the ninth mandala above the crown of the seeker's head.
