பால் தரும் பசுக்களையும் பெண்களையும் அறநெறி உணர்ந்த சான்றோரையும், வானுலகத் தேவர்களால் போற்றப்படும் ஞானத்தை உணர்ந்து அதற்குரிய வேடம் தரித்த ஞானிகளையும், அந்த நாட்டிற்குக் காவலனாக விளங்கும் அரசன் காத்துப் பாதுகாக்க வேண்டும். அவர்களைக் காக்காமல் விட்டுவிட்டால், அவன் இறந்தபின் மறுபிறவி எடுக்கவே முடியாத அளவிற்கு, எப்போதும் தப்பிக்க முடியாத நரகத்தில் துன்பப்பட்டுக் கிடப்பான்.
The king who stands as guardian of a land must protect and keep safe the cows that give milk, women, the elders who have grasped the way of righteousness, and the sages who bear the very marks that the celestial gods themselves honour, having realised the wisdom those marks signify. If he fails to protect them, then after his death he will lie suffering in a hell from which there is no escape, one from which he cannot even take another birth.
